Lubicchi, a boy sunk in grief after losing his dear friend Poupelle, was ready to give up on believing and waiting and to move forward with his life. One day, however, he wanders into the otherworldly "Thousand-Year Fortress," a realm that governs time. In this world, clocks that stop keeping time are disposed of, yet there stood a mysterious clock tower that, though not broken, was stopped at 11:59. The only way for Lubicchi to return to his own world is to "get this stopped clock tower moving again". Together with his partner Mofu, Lubicchi chases the mystery of the clock tower, and eventually meets Gus, a man who has kept believing in and waiting for a promise for 100 years, and learns the story of Nagi, a plant turned human, and her unfulfilled promise.
