高層ビル火災発生。逃げ道はない――。パンブラザーズが放つ火災パニック! ラウ・チンワン×ルイス・クー香港のスターが共演! ――消防士として働いていた兄ダーグン(ラウ・チンワン)と弟クン(ルイス・クー)。クンはある現場で大切な人を救えなかった罪悪感から仕事を辞め、兄弟は疎遠になってしまう。4年後、防災ビジネスで成功たクン。一方、ダーグンは妊娠中の妻シーラ(アンジェリカ・リー)から、危険な消防士の仕事を辞めるよう言われていた。ある日、検診のため、高層ビル内の産婦人科に向かったシーラは、偶然にもクンに再会する。クンはそのビルの消防システムを任されていたのだ。その直後、地下の空調室で火災が発生。クンはビル内の人々を誘導し、ダーグンは消防士として救助に向かう。クンがビル内にいると知ったダーグンは、危機的状況を打破するため、4年ぶりに弟に協力を仰ぐ―。
