月間入園者数日本一となった旭山動物園のその後を描いた待望の続編! 前作では成功までの軌跡を描いたが、今作は、日本一となった旭山動物園が抱え込むようになった新たな問題や、さまざまな出来事など、旭山動物園のその後を描く。北海道・旭川市にある旭山動物園はこの日も大勢の入園者を迎え大変な賑わいを見せている。そんな中、獣医兼飼育係の坂内は、同僚に次に着手したいと思っているチンパンジー館の構想を語っていた。そこに、ペンギン館にいた佐和子からの無線が入った。「飛ぶというペンギンを見にきたのに飛んでいない! 一体どういうことだ!」と、あるお客が騒いでいるというのだ。園長も、頻繁に来る苦情の対応に追われるようになった。お客さんが増えれば苦情も倍になる。それだけ関心を持ってもらえているということ・・・が、チンパンジーの構想を抱く坂内の中には迷いが残っていた・・・。
