The album title is named after the address of Dennis de Young's birthplace, Chicago, Illinois, USA, where the Styx were born. This album was to be Dennis' last album, but after completing many of the songs, the plan was changed to a two-part album. This album is the first of two. Jim Peatrick of Survivor, another Chicago native and, like Styx, one of the most important American rock bands, contributed songs and guested on the album. The production of this album started when Jim sent Dennis a song, making this a dream collaboration between the core members of Styx and Survivor. In addition, John Lennon's son, Julian Lennon, born to John and his first wife, Cynthia Lennon, guested on the album.

1970年のスティクス結成から50周年という節目の年にリリースされる作品。アルバム・タイトルはデニス・デ・ヤングの出生地であり、スティクスが誕生したアメリカはイリノイ州シカゴの住所から名付けられている。本作がデニスにとってのラスト・アルバムとして制作される予定だったが、多くの楽曲が完成したので二部作へとプランを変更。本作がその第一作となる。同じくシカゴ出身でスティクス同様にアメリカン・ロックの最重要バンドのひとつであるサバイバーのジム・ピートリックが楽曲提供をし、ゲスト参加。本作の制作のきっかけがジムがデニスに楽曲を送ってきたことからであり、スティクスとサバイバーの中心人物による夢の共演となる。さらにジョン・レノンの、ジョンと最初の妻であるシンシア・レノンの間に生まれた息子であるジュリアン・レノンがゲスト参加。
