新東宝2大グラマー 三原葉子と万里昌代の競演で石井輝男監督作。戦後間もない新橋界隈の露天商地区。連盟を称する三国人たちがこの一帯で暴れ回り、ここを仕切る関東桜組に殴り込みをかける。組長・千之助の留守に不意の襲撃を受けた娘・珠美は、必死の反撃をするが多勢に無勢で窮地に陥るのだった。そこへ現れたのは大学の竜と名乗る特攻隊くずれ・竜二で、珠美を助ける大暴れをみせる。千之助は竜二に感謝する一方で、このような争いには関わらずに大学へ行けと学資の提供を提案する。しかし竜二は、目の前で苦しんでいる人達を助けたいと言いそれを断るのだった。そんな竜二を馴染みの八百屋へ預ける珠美。三国人と桜組の争いに乗じてシマの乗っ取りを企む土橋組は、双方を嗾けて抗争させるために桜組の幹部・辰を籠絡する。辰は桜組の若衆を唆して連盟に殴り込みをかけさせるがこれは罠で、待ち伏せにあった若衆たちは殺されてしまう。その遺体を桜組に送りつけて抗争を誘発させようとする土橋。竜二の機転でこの場は収まるが、三国人連盟や土橋組との抗争は激化していく。そんな中、街は夏祭りの季節を迎える。
