But then, why couldn't they have done so? The statements made by each of the 28 individuals answer these questions and leave the viewer with a renewed sense of bitterness...

昭和38年(1963年)6月20日、東京の料亭「なだ万」に、日本を代表する知識人や政治家、官僚を含む28名の人々が集められた。彼らは皆、戦争の過酷な体験を胸に秘めながら戦後の日々を生きていた。そしてこの日、およそ5時間にわたって彼ら一人一人が語り明かしていく戦争の記憶は、ポツダム宣言に対する日本政府の対応から、原爆の投下、ソ連の参戦、そして終戦へと至る過程で起きた出来事を、それぞれの当事者たちの心理状態も含めて、次々と露にしていった。時の日本政府がもっと慎重に対処していれば、広島と長崎の惨劇を免れることができたのではないか? ソ連の参戦を阻止することもできたのではないか? しかし、では、なぜそれが出来なかったのか? 28人それぞれから発せられる発言の数々は、そうした謎に応えつつ、聞く者を改めて痛恨の想いへと誘っていく・・・。
