外宇宙技術開発機構OSTOの後継団体であるオスト・レガシーの本部長秘書・白山静が仮面ライダー部に協力を求めてきた。今から5年前、未完成の段階にもかかわらず、太平洋に浮かぶ無人島を超重力子砲で一瞬にして消し去った衛星兵器・XVII。これをアリシア連邦で開発された宇宙鉄人・グランダインとスカイダインが、いよいよ完成させようとしているというのだ。宇宙鉄人の目的は、人類への反逆。もしXVIIが完成すれば、世界は破滅してしまうに違いない。仮面ライダー部の秘密の活動を知っていたオスト・レガシー本部長・冴葉晴海は、改めて彼らに、XVIIの破壊を依頼する。こうして、弦太朗たち8人は、ついに宇宙へ旅立つことになった。しかし、そんな彼らの前に、アリシア連邦の破壊工作員インガ・ブリンクと、宇宙鉄人ブラックナイトが立ちふさがる。美しき女スパイ・インガの目的は何か? そして、仮面ライダー部は宇宙でのミッションを成功させ、地球最大の危機を救うことができるのか!?
