すべてのポケモンファンへ。20周年記念作品、ここに誕生! ――マサラタウンに住む少年サトシは、ポケモントレーナーになる資格を得ることができる10歳の誕生日を迎えていた。オーキド研究所で仲間となるポケモンをもらうはずが、大寝坊をしてしまったサトシに残されていたのは、人間に懐こうとしない、残りのポケモンのピカチュウだった。ぶつかり合いながらも、少しずつ友情を深めていくふたりは、旅立ちの日に空を飛んでいた伝説のポケモン・ホウオウを見上げ、「いつか一緒に、あいつに会いに行こうぜ!」と誓う。こうして世界一のポケモンマスターになるために旅を始めたサトシとピカチュウは、途中でトレーナーのマコトとソウジに出会い、「虹色の羽根に導かれ、ホウホウに会う者、虹の勇者とならん」というホウオウに関する言い伝えを聞かされる。いつの間にかサトシの影に潜んでいた、謎のポケモン・マーシャドーに導かれるようにして、ホウオウが住むテンセイ山を目指すサトシたちだったが、そこに強敵が現れる。ふたりはホウオウにたどり着くことができるのか！？旅立ちの日に誓った約束を果たすため、今、ふたりが「本当のパートナー」になるまでの冒険が始まる! ピクチャーレーベル仕様。
