約2年ぶりの新作TVスペシャルが早くもDVDで登場! TVルパンシリーズ始まって以来の大幅なキャスト一新!! 石川五ェ門役には浪川大輔、峰不二子役には沢城みゆき、銭形警部役には山寺宏一が決定。おなじみルパン三世役の栗田貫一、次元大介役の小林清志はそのままに、「新しいルパン三世」をお届け! 日本の裏社会を牛耳る女、藤堂は不二子を人質にして、幻の宝「人魚の鱗」をルパンに盗ませる。 だがルパンが盗み出したものは偽物で、藤堂は何者かに殺されてしまう・・・。この不可解な事件を追うと浮かび上がってくる、八百年も生きたと云われる八百比丘尼という女の伝説・・・。ルパンは、彼女が残したとされる財宝の謎に迫る。 その中で出会う、藤堂と共に殺されたはずの謎の女と、ルパンの弟子になりたいという少女、麻紀。 そしてこの一連の事件を裏で操る氷室という人物・・・。すべての謎がとけてはじめてわかる、「永遠の命」によって呪われた人々の哀しみと、そこに関わるルパン一世の過去。その果てにルパンが盗みだすものとは・・・!
