駅前チームの海底資源開発! 桜島も思わず噴き出す笑いとお色気の大噴火! ――桜島海岸の観光地化を目指す次郎 (フランキー堺) は、その資金作りの為に地熱発電所を建設しようとしていた。これに目を付けたペテン師・三平 (三木のり平) と有造 (藤村有弘) は海底油田の話をでっち上げ、鹿児島屋社長・徳之助 (森繁久彌) を騙す。次郎の計画に反対だった網元・孫作 (伴淳三郎) も、三平のペテンにひっかかってしまうが・・・。
