明治二十二年に憲法が発布され、その付属法として、帝国議会開設の前提となる衆議院議員選挙法が公布された。翌二十三年、それに準拠して総選挙が実施された。我が国における初の国民の投票による選挙であった。長年にわたって民権活動家達が念願としてきた議会の開設が現実のものとなったのである。全国の各選挙区ではこの選挙法に基づいてさまざまな選挙運動が展開された。本書ではそうした選挙法の実施状況について政治史的に考察を行うのが目的であって、静岡県での第一回総選挙の情勢、及び三重県での第二回総選挙の情勢についての一端を明らかにしようとするものである。
