2009年にも発効予定のリスボン条約は、EU(欧州同盟)の名の下に総合的に欧州統合を進めていくという新体制の下で全体的な再編成が行われている。また、これまで展開されてきたEUの政策や領域の拡大、ならびに統合の深化に対応するためのEUの条約改正の一つの到達点であり、今後のEUの方向性、機構的枠組み、政策などを規定している。本書では全体を2部に分け、これまでの改革の流れを明らかにするとともに、リスボン条約によって改革された諸点についての解説を行う。まず前半の解説では、リスボン条約によって改革された部分を中心に、それぞれの研究者が詳細に解説をする。そして後半には資料として、リスボン条約のみならず、ニース条約、アムステルダム条約の翻訳を三段組で掲載し、以前の基本条約がどのように改革されていったかを明示する。
