道州制とは、現行の四七都道府県を一〇前後の道州に再編成し、国の政策を遂行する統治機構を、中央政府・地方政府(道州)・基礎自治体(市町村)という構造に組み替えること。だが一口に統治機構の構造を組み替えると言っても、組み替えることによって、どのような姿になるのか。とくに今回構想されている道州制は、いわば統治機構の土台となる、国土の構造改革が先行しているように見受けられるので、統治機構の組み替えの内実と、土台となる国土の構造改革の現実的先導者が誰であるのか、その両者を見極めることに、特別の意味がある。
