佐々木惣一(一八七八～一九六五)憲法学者、行政法学者。厳密な文理解釈と立憲主義を結合した憲法論を説き、大正デモクラシーの理論的指導者として活躍。滝川事件に抗議して京都帝国大学を辞職、法学部教授団の中心となって大学自治の擁護に努めた。戦後は内大臣御用掛に任命され、憲法改正案の起草にあたる。本書は、佐々木惣一を扱うはじめての評伝として生涯の軌跡を追うのみならず、佐々木の牽引した戦前期公法学の展開をドイツ公法学との関連の下にたどる。
