ペリー条約(日米和親条約)締結一年後の安政二(一八五五)年、アメリカ海軍北太平洋測量艦隊は、大西洋、インド洋、中国海域の航海を経て、日本近海を測量航海し、琉球、下田、箱館、蝦夷地に来航した。目的は合衆国のアジアへの商業圏拡大や捕鯨業の保護のための航路調査、海図作成だったが、五週間におよぶ日本各地の滞在のなかで、開国過渡期における日本との和親条約の実施状況の調査に及んだ。那覇では、アメリカ人の出現に現地人が脅え、開港場の下田では、条約締結の報を受け真っ先に来航したアメリカのパイオニア商人や、安政地震で遭難したロシア船ディアナ号の将兵たちと遭遇した。また開設されたバザールでは日本役人、通訳、商人との間で様々な事態が展開された。箱館においては米、英、露など各国船舶が集散する開港期の様相を目にし、蝦夷地では江戸幕府の直轄支配状況、またアイヌ民族との交流を経験した。艦船ハンコック号に乗船した海軍少尉ハバーシャムは、各地での冒険的な体験をそのまま脚色無しで伝えている。
