東日本大震災の被災者へのヒアリングによると、被災後の共助は十分には機能していなかった。そこで、大震災発生時等に、「4日目からの自衛隊等による公助」を国が保証することを提案したい。そうれば、「3日間は食糧と物資の自助」から「3日間は食糧と物質の自助・共助」へ転換することが出来る。そして、自衛隊が来た4日目以降の被災者支援は、炊き出し等による作業の支援に移行する。このような被災者への共助の在り方が描けるようになるだろう。
