東京郊外の別荘で、爆死した遺体が見付かった。現場の床には、白線で将棋盤のマス目の一角が作られており、十津川警部らは、人間詰将棋を模したと推理する。庭に落ちていた駒を入れる桐箱のフタには「第一の復讐に使用すること」と書かれていた。十津川は、この駒を作った駒作りの名人のもとを訪れ、太平洋戦争中に行われていた、賭け将棋を巡る悲劇を聞く。2日後、捜査本部に「房総のコイトで二人目を殺す」という内容の手紙が届く。千葉県警に連絡を取るが、大原の海岸で、のどの奥に銀将の駒を詰まらせた男性の死体が発見され―。駒に秘められた70年前の戦争の惨劇を、十津川警部が暴く!
