篠原涼子主演の大ヒットドラマ『アンフェア』。その息をもつかせぬ意表をつく展開と、人間や社会の暗部を深く捉えた作風で注目を集め、その後、スペシャル (2006年10月)、映画化 (2007年3月公開)と発展し、成功を収めた。今回、映画のパート2の公開に因み、スペシャルドラマを放送。前作映画とパート2を繋ぐ、新たな物語を展開。寺島進、阿部サダヲ、加藤雅也ら人気のレギュラー陣に加え、捜査に協力する優秀なプロファイラー役として山本耕史も加わった豪華顔ぶれで、もう一つの"アンフェア"な事件を描く。約4年ぶりに地上波に復活となる雪平=篠原涼子はもちろん、映画の新規キャスト・佐藤浩市も登場。パート2への鍵となるシーンも組み込まれ、映画と合わせて見逃せないドラマ。 あの病院占拠テロ事件から約3年。雪平 (篠原涼子)は理由も明かさず警視庁を去り、残った山路 (寺島進)は、警察上層部への不信と愛する人を失った悲しみを抱えたまま、刑事を辞めることもなく無為な日々を過ごしていた。ある日、特殊犯係に雪平の後任に望月 (北乃きい)という新人刑事が配属されてくる。それから間もなく、集団誘拐事件が起きた。一つ目の犯人の要求は「東京タワーを夏にしろ」という不可解なもの。科捜研からプロファイラーとして元園部 (山本耕史)が捜査に加わることになった。
