車に乗る、刑事の仮面ライダーとして人気を博し、1年間走り抜けた仮面ライダードライブ。そのドライブから新たな伝説が誕生した! 敵・ロイミュードサイドの"魔進チェイサー"から、ドライブの頼もしい味方となった"仮面ライダーチェイサー"が主人公のVシネマ。――時は未来からやって来たパラドックスロイミュードとの死闘の直後。＜家族など人間の持つ特別な感情＞に、より強く興味を持ち始めていたチェイスは強盗犯のロイミュード051と再び戦うことになる。その戦いの最中、偶然現場に居合わせた日奈子を巻き込み怪我を負わせてしまう。姉弟2人で生活する日奈子と洋に詩島姉弟の姿を重ねたチェイスは日奈子の代わりに洋を守ろうと決意する。しかし、感情がないチェイスは不気味がられ拒絶されてしまう。感情を持ち人間になりたいと悩むチェイス。そんな彼の前に、ロイミュードに感情を与え人間との共存を目指す超進化体ロイミュード・エンジェルが現れる。エンジェルは黄金の羽を用いた能力でチェイスに人間の感情を授ける。そして、特状課の皆も驚くほどの変貌を遂げたチェイスは、初めて戦い以外で感謝される喜びを知るのであった。だが、エンジェルの目指す世界はハートやブレンの理想とするロイミュードの世界とは異なっており、やがてそれが人間となったチェイス自身を悩ませ始める。その頃、進ノ介達は051事件を追って東京と隣町との境界に向かうが、そこで思いもよらない相手から横やりを受ける。その相手とは、風都署超常犯罪捜査課の照井竜刑事だった!
