It depicts the story of a man burdened with the fate of a beast and a woman who dared to dream of love. In Tokyo, the nation's capital, the government's heavy-handed economic policies triggered a surge in unemployment and violent crime. In response, authorities established a special security force limited to the metropolitan area. This unit, known as the "Capital Police", rapidly expanded in power. However, anti-government groups were outlawed and driven underground, repeatedly waging urban warfare against the Capital Police. Public criticism of the unit's overwhelming use of force grew sharply, pushing the Capital Police into deeper isolation. A young man, Kazuki Fuse, serves as a member of this suppression force. Having lived like a lone wolf, discarding all human emotion, he encounters a shocking incident while pursuing an underground cell, triggering a profound change within him. His subsequent meeting with a woman, Kei Amemiya, leads him down an unexpected path. Drawn together as if by fate, their lives begin to move toward an irreversible destiny.
