The story centers on Isoroku Yamamoto who was a Japanese Naval Marshal General and the commander-in-chief of the Combined Fleet during World War II. He strongly opposed outbreak of war and the conclusion of Tripartite Pact between Japan, Germany and Italy in 1940 to protect Japan contrary to public opinion.
